Meeting was called to order at 7:30pm, by Chair Kitty Philipp.
Proper and legal notice was given. Present: Kitty Philipp, Kristine Tooker (Council Liason), Elaine Hennessy, Clemens Bremer, Lynn Vasquez, Sharon Cadalzo, Anne Lightburn, Pete Ritchings (Envir. Comm.)

1.July minutes approved, attendance taken. There was no August meeting, as there was no quorum.
Annual STC meeting :10/24-26: Sharon attending Fri,. Clem to attend Fri & Sat. 8 credits per person (in a municipality) are needed for a FMP, total of 16. If Sharon and Clem attend, we will have the credits needed. PPBSTC to pay $100 hotel & tax per person.
The majority of meeting spent discussing proposed tree ordinance on private property. Opinions ranged from very opposed to highly in favor. Everyone agreed, however, that the drafted ordinance was too restrictive and not realistic at this time. Kitty pointed out that the author simply included everything PPBSTC members had requested. However, once all of the requests were together, in writing, it would not work. Instead, the group collectively reached a compromise:

a.The PPBSTC wants to be resident-friendly, while at the same time doing what we can to protect trees, and plant trees.
b.The intent of the ordinance will be to deter residents from cutting down trees. This can be accomplished by requiring a permit, limiting the number of trees that are cut down on a property per year to 2, allowing the permit to be denied for healthy trees, possibly just for or especially for historic or specimen trees, or trees along the parameter. Included in proposed ordinance is the applicants right to appeal, and requiring tree replacement or mitigation or money into a endowment fund.
The tricky part is denying a permit; what grounds can a permit be denied, what requirements would we have for a CTE, or arborist to weigh in. And most importantly, how do we get this ordinance passes, so that is is effective, without but not overly strict.

4.Resident Chris Albers donated $500 to the PPBSTC endowment fund.

All members decided that we need to have another meeting.
Next meeting: Monday, Sept. 29th, 7:30 Town hall. Sharon cannot attend.
Reminder: Oct. 2nd, 10am...meeting with forestree...town hall.
