Point Pleasant Beach Environmental Commission
Feb. 28, 2007 Minutes

Roll Call – Pete Ritchings, Anne Lightburn, Rob Autenrieth, Amy Mercuro, Rosa Crowley, Mike DiCicco (Council), Ben Dispoto (Rec. Coordinator).
Absent – Peggy Cadigan

Reports of Officers
· Chairman - Comments to be made as agenda is discussed.
· Treasurer – ANJEC dues paid through Dec 07. Current budget allotment unknown at this time. Any large amount of money spent will have to be approved first to ensure reimbursement. Awarded $640 match from Barnegat Bay Estuary to match funds for Pet Waste bag dispensers. Commission seeking to purchase an additional 2 Pet Waste bag dispensers (Pete & Rob motioned, all approved). Rob to send Rosa prior information as she will look into our next order from the supplier.
· Secretary – Attendance and minutes reviewed (approved pending one change on Council Report).

Correspondence
· Martell’s sand “moving” – CAFRA received. Anne discussed details. Commission to monitor any future activity.
· Ocean County mosquito control – Application to allow spraying (DEP approval). Focus on spraying near standing water. Increasing water depth to improve fish populations is also planned.
· Earth Day – Members discussed assisting at the Pt. Boro Earth Day event rather than setting up a Point Pleasant Beach site at this or any other event.
· Adopting Storm Drains – Currently not officially being done or monitored but should be something where volunteers are sought and recognized.

Committee Task Force and Project Status Reports
· Council status report – Lake Specialists bids received, total of 2. Council decided to re-advertise in order to receive additional submissions. Borden’s lot designs are in the process of being tweaked as alternate plans were studied. Beautification Committee has offered to help fund planting projects. Shade Tree commission member appointments made. Open Space tax subject to review and possible revision due to reassessment of property values. This would need to be on the next election ballot.
· Recycling Task Force - Task Force has been extended through December 2008. More receptacles being sought in downtown district for garbage and recyclables. Both garbage and recyclable containers must coexist near each other to be effective. Nicer cans to be implemented for boardwalk area.
· Open Space – As stated in Council report, Open Space tax flexibility may be altered.
· Planning Board – Tom Spader appointed. Tom will likely meet the Commission members at our April meeting.

Unfinished Business
· Osprey platform project - Pete made some contacts and believes that the county w/ group of local volunteers can help to restore or erect the platform on Gull Island. County would provide boat, we need to seek labor. Need for a second bird sanctuary location possibility discussed but not specified.
· Municipal tree ordinances on private property – Project to be passed to Shade Tree Commission.
· Operating Principles – Changed confirmed/accepted
· 2006/2007 Little Silver Lake shrub and tree purchase – Anne
· Pet waste bags purchase for Lake of the Lillies – One has been purchased and awaits installation. Commission voted to purchase two more similar units from the same supplier. Members agreed that two along the Lake of The Lillies and one long either Little Silver Lake or Lake Louise would be suitable locations.
· CAFRA Process – Amy and Pete to meet and discuss ideas for consistency and effectiveness in completing pending CAFRA applications.

New Business
· Earth Day Poster Contest – Rob discussed contest specifications and showed lesson plan flyer to Commission members. Rob to send out invitation flyer/permission letter to Principals @ St. Peters and Antrim elementary schools. Award certificates will be purchased locally and will be determined when entries are received.
· Dunes – Amy to conduct some research about dunes in general as well as what other towns are doing legally as this is a project that the Commission wants to focus on.
