Point Pleasant Beach Environmental Commission
DRAFT Jan. 24, 2007 Minutes

7 pm Roll Call – Anne Lightburn, Rob Autenrieth, Rosa Crowley, Amy Mercuro, Peggy Cadigan, Pete Ritchings (first alt), Councilman DiCicco. Absences – Kathy Foley.

Reports of Officers
· Chairman - Rosa Crowley was introduced as new member and Pete Ritchings as first alternate.
· Treasurer – New budget to be received when Council approves the borough 2007 budget. For the 2006 budget, $800 returned $700 accrued for trees for 2007 spring planting. Rob and Rosa will share responsibilities of position.
· Secretary – Attendance record reviewed. Absences will be indicated as notified/un-notified rather than excused/unexcused.

· Refunding of Green Acres program – must write to representatives to put on ballot in order to keep funding in place.

Committee Task Force and Project Status Reports
· Council status report – Lake Louise waterfront development permit denied, will be appealed. Lake Specialist being sought (Omni Environmental/Princeton Hydro). Dunes being inspected to ensure that we are in compliance w/ FEMA flood management plans? Bonding projects currently include Borden’s parking lot. Shade Tree Commission being developed and candidates being sought. Goal is to provide incentives to encourage residential tree planting.
· Schor Depalma (Borden’s Lot) – 3 plans unveiled by Engineer. One reworks current parking layout while another contains islands on both ends of parking spaces. Approximately 165 – 168 spots will be available. Members discussed keeping the flow of traffic within the lot while not encouraging any short cuts across towards the highway. Members also want to inquire about trees being added along the borders and in the middle. Issues of water systems and lighting will be focused on.
· Recycling Task Force – Met with Antrim School to encourage recycling throughout the building, including the cafeteria. Invited to use Chamber of Commerce postings board and website to display relevant information.
· Open Space – Writing letter to support Green Acres
· Planning Board – Will appoint member as a liaison to the Env. Comm.
· Osprey Nests – May take time due to a setback in finding appropriate locations for osprey use. Once erected, it may be sometime before any birds are attracted to the area. Bird Sanctuary at Lake of the Lillies is a possible location that members favor. Verizon has shown interest in possibly sponsoring, although not at Gull Island. Peggy and Pete volunteered to lead this effort.

Unfinished Business
· CAFRA’s – Responses turn around is to short for the commission that meets on a monthly basis. Members discussed how we need to make these happen. Pete Ritchings will meet with Amy and Anne to discuss a process to meet NJDEP time requirements for responses.
· Operating Principles - Kath Foley and Amy Mercuro drafted principles which were reviewed. The commission voted to accept the recommendation with minor wording changes.
· Pet waste disposal system/bags purchased for Lake of the Lillies – Currently waiting installation. Commission may receive grant funds to cover additional purchases so that these can be placed in various spots near town lakes.

New Business
· Earth Day Poster Contest – Rob Autenrieth to oversee this contest, which will run in the same manner as last year. Letter will be drafted to each school administrator along with a lesson plan flyer for each art teacher.
· Discussion of project ideas for 2007 and assignment of responsibilities – Rob Autenrieth to draft a PR letter about trees in conjunction w/ President’s Day. Members will review before submission to Ocean Star.

Upcoming Dates
· Earth Day – Projects discussed at this time include press release articles and poster contest.
