November 4, 2015


The November 4, 2015 regular meeting of the Point Pleasant Beach Planning Board opened at 7:00 pm. The Clerk read the notice of compliance with the "Open Public Meetings Act. Present were Board members Mr. Dooley, Mr. Ritchings, Mr. Winter, vice chair Paesano, Councilman Migut and Mr. Cavagnaro
Absent: Chairman Highton, Mr. Gagnon and Ms. Devon
Also present: Karen Mills, Stephen Gleason and Ray Savacool

Motion by Councilman Migut, second by Mr. Winter to memorialize the minutes of October 5, 2015

Application #2015- 384 – Trust of Rae Papandrea – Lot 12 – 12.05; Block 90; Change of use site plan.
Robert Burdick, Professional Planner Engineer, sworn. Eugene Papandrea, applicant, sworn stated that the building is exactly the way it was when he purchased it. The tenant has been there operating the personal fitness business for a number of years. He did not realize that he needed a change of use. The business has two classes a day. One in the AM (6:30 till 10am) and one in the PM from 6 till 7pm. Classes do not exceed 6 people. Parking demand is minimal. Heavier use is in evening when the other offices in the building are closed. Building has several different tenants; general hours of businesses are 8am till 8pm.Robert Burdick reviewed Ray Savacool’s Engineering letter. There is a public parking lot with 37 parking spaces which may be accessed by customers. Ray Savacool referred to stacked parking depicted by Google Earth photo in review letter and wants to ensure that there stacked parking does not impede on public parking. Applicant agreed to delineate their parking space. Fitness program does sometimes utilize outdoor space for warming up prior to workout. Councilman Migut requested that the resolution specify that it is not an open gym as a condition. Vice Chair Paesano inquired if any gym equipment is placed outside (no).

Councilman Migut – Good use of the property – it has been existing and there is enough parking. It is a specialized use and not an open gym – in favor
Mr. Ritchings – It has operated for 4 or 5 years without an issue – in favor
Vice chair Paesano – It is very straight forward – just bringing everything up to speed.
Dooley – Approves of application

T & M Associates – Ray Savacool – Discussion (Public has been noticed) of Master Plan Review and approval
Public Hearing for Master Plan Reexamination
Several recommendations were made – Parking issues (downtown and beach front, resiliency and sustainability, flood plain management plan, a couple zoning recommendations (Randall Avenue and Riverwood Park).

Public Questions
Vince Castin, 15 Trenton Avenue – He inquired who writes the Master Plan? Ray Savacool explained that a Planner is designated, meets with sub-committee. It is required to be updated every 10 years. It is the basis for your land use development plan and ordinances. The Planning Board may make recommendations but that does not mean that the governing body must agree.
