September 2, 2015


September 2, 2015 regular meeting of the Point Pleasant Beach Planning Board opened at 7:00 pm. The Clerk read the notice of compliance with the "Open Public Meetings Act. Present were Board members Mr. Dooley, Mr. Ritchings, Vice chair Paesano, Chairman Highton, Councilman Migut, Ms. Devon, Mr. Cavagnaro and Mr. Corbally
Absent: Mr. Winter and Mr. Corbally
Also present: Karen Mills, Dennis Galvin and Ray Savacool
Motion by Councilman Migut, second by Mr. Dooley to memorialize the minutes of August 5, 2015

In favor – Dooley, Ritchings, Highton, Migut, and Cavagnaro

Opposed: None

Motion by Mr. Dooley, second by Mr. Cavagnaro to memorialize #2015-379 Flood Plain Management Resolution

William Abendschoen – 502 Riverwood Park - came to discuss the zoning where his home is located. He stated that his home is in a Highway commercial zone (by the Elk’s) but there are a number of homes on undersized lots and he believes that it should be re-zoned residential. Dennis Galvin explained to the Board that maybe some thought should be given to it since they are under sized lots - Maybe it should have a different zoning designation. Dennis Galvin recommended that the Board have Martin Truscott take a look at it and make a recommendation to them at the next meeting.

T & M Associates – Waited for Martin Truscott but he did not show so Ray Savacool reviewed the updated draft review.
Ray Savacool reviewed changes on the draft per the Board – The only tweaks that were added – 1.) Allowing minor encroachments for architectural features such as Bay windows that would encourage aesthetic value. 2.) Broke Parking into 2 segments - downtown issues and Beach parking because they are separate issues. Review parking options while protecting residential areas. Dennis Galvin brought up the issue the zoning board has been seeing with the homes having double garages with gravel or pavers in the whole front of the home and it becomes a parking lot. Ray Savacool stated that they can update the draft and bring it for a vote at the next meeting.
