April 2, 2014


The April 2, 2014 regular meeting of the Point Pleasant Beach Planning Board opened at 7:30 pm. The Clerk read the notice of compliance with the "Open Public Meetings Act. Present were Board members Mr. Gagnon, Chairman Tom Migut, Mr. Highton, Ms. Devon, Mrs. Mutter and Councilman Cortes
Absent: Loder, Winter, Ritchings and Paesano
Also present: Karen Mills, Dennis Galvin and Ray Savacool

Motion by Ms. Devon, second by Ms. Mutter to approve the minutes of March 26, 2014
In favor: Gagnon, Highton, Migut, Cortes, Devon and Mutter
Opposed: None

Mr. Highton stepped down from the following application

APPLICATION #2013- 362 B & H 1997 LLC (Jaeger Lumber) 411 Central Avenue Lot 3; Block 106 Applicant wishes to remove older existing warehouse building and lumber storage area with covered roof and replace with 5 lumber storage sheds. (This is the lot on the North side of the street)

Carried without notice from February 5, 2014

Raymond D. Bogan, Esq. attorney for applicant stated that this is a hearing specifically to address concerns of the Board at the previous hearing.
Robert Burdick, previously sworn reviewed the proposed changes to the revised submitted plans. The intensity of the property has been reduced and they did some adjusting to the buildings to move the building away from the eastern property line to increase that buffer. Existing fences will be removed and replaced with a new six foot chain link fence. The applicant increased the pitch of the roofs to make it look more residential and aesthetically pleasing.
Mr. Gagnon still has some safety concerns. He was informed that the forklifts will not be crossing the street anymore with this improvement. Chairman Migut clarified that an efficiency expert was hired to design the most efficient utilization of the property.

Audience questions
George Meyer, Central Avenue Questioned the height of the sheds. He thought they were supposed to be 20 feet in height.
Maria Hayes, St. Louis Questioned the use of the vacant buildings in the future if not needed anymore. The applicant does not see them ever being vacant.
Katherine Wohlfeil, Central Avenue - inquired if they could build a wall instead of a fence. (No)
Linda Meyer Central Avenue Inquired if there will be shrubs. (Yes low shrubs)

Public comments
Cynthia Groff 403 Central Avenue. Sworn Owns the lot next door. Father purchased it 60 years ago and it has been handed down to her and she plans on retiring here and believes this will take away the natural beauty. Believes there are some modifications that could be made. She thinks it will look like massive barracks. She knows that efficiency and expansion is needed but does not have any suggestions on what could be done.
Maria Hayes, 306 St. Louis Ave, sworn Does not think anyone realizes how long these building will be. She believes that they will look like mini-hotels. She believes the plan is too much in that area.
Catherine Wohlfeil, 401 Central, sworn Owns a house two lots from the east side of the property.
Photo entered N-4, N4a, N4b Photos depict the homes on east side where she believes the sheds will block their light. She thinks the new buildings are ugly and they will dwarf her property.
George Meyer, 404 Central, sworn submitted a photo of the wall by his home entered as exhibit N-5. He believes it is a clear improvement and should be built across the street also.
Linda Meyer, 404 Central Ave sworn Commented on the wall that was installed as a buffer on her side of the street.
After much discussion it was determined by the Board that the applicant needs to make further revisions and the application needs to be carried to a future date.

Motion by Mr. Gagnon, second by Councilman Cortes to carry application #2013-360 to June 4, 2014 without notice

Time was waived by Raymond Bogan.
