Minutes

The October 6, 2011 Special meeting of the Point Pleasant Beach Board of Adjustment opened at 7:30 pm. The clerk read the notice of compliance with the "Open Public Meetings Act.
Present were regular members: Mr. Wolfersberger, Mr. Spader Mr. Kelly and Mr. Reynolds Alternate: Mr. Ardito and Mr. Renner

Absent: Palisi, Struncius and Loder

Motion by Mr. Reynolds, second by Mr. Ardito to nominate Mr. Wolfersberger as acting chair for the evening.

In favor: Spader, Kelly, Wolfersberger, Reynolds, Ardito and Renner
Opposed: None

Motion by Mr. Spader and second by Mr. Reynolds to memorialize the action and vote approving application#2011-14 of Anita Dietrick with conditions

In favor: Spader, Kelly, Reynolds and Ardito
Opposed: None

Motion by Mr. Kelly, second by Mr. Ardito to memorialize the action and vote approving application #2011-15 of Russell and robbing Simon.

In favor: Spader, Kelly, Wolfersberger, Reynolds and Ardito
Opposed: None

Motion by Mr. Reynolds, second by Mr. Kelly to memorialize the action and vote denying application #2011-08 of Dominick Chirichella

Motion by Mr. Reynolds, second by Mr. Spader to carry application #2011-13 of Tom Cicalese to October 6, 2011 without notice.

Application #2011-11 – Matthew Rega – 337 Curtis Avenue – Block 92; Lot 8 – Applicant wishes to construct a 7 foot by 36 foot open porch to existing family dwelling

Application carried from September 15, 2011 without notice


Mr. Wolfersberger asked to be refreshed on required variances. Mr. Savacool replied that two variances were required for impervious coverage and front setback variance.

Matthew Rega, applicant stated the will not be able to comply with the 50% impervious coverage without destroying his backyard. They have concrete located on the north side of his home that can be replaced with stone and it would be about the same amount of coverage (2.8%) that the porch requires. The proposed variance will be 20.99 to the front set back to the stairs.

No audience questions/comments

Mr. Ardito inquired if there was any more concrete that could be removed. (No)

Deliberations

Spader – The swapping off of a little bit of concrete for an aesthetic improvement and that the porch is going to be open I would be able to support this.

Kelly – I agree with Mr. Spader – I like the trade off, it improves the whole general picture of the house.

Reynolds – I had inquired if the neighbor had flooding issues and the answer was no. I have no problem with the coverage in the back yard and I like the improvement.

Ardito - I would like to see landscaping around the porch. The addition will improve the aesthetics.

Renner – I like the look of the porch and I would of like to see more concrete removed but I would be in favor with the landscaping.

Wolfersberger – No negative impact on the neighbor’s positive improvement to the neighborhood. In favor



Motion by Mr. Reynolds and a second by Mr. Spader to approve application #2011-11 of Matthew Rega with conditions

In favor: Spader, Kelly, Wolfersberger, Reynolds and Ardito
Opposed: None


Conditions

1. Applicant is to remove 228 square feet of concrete on the north side.
2. The porch is to be no more than 7 feet wide.
3. The porch is to match the existing house.
4. The porch is to remain open and unenclosed.
5. The applicant is to submit a landscape plan showing foundation plantings to the Board engineer for his review and approval.
