COUNCIL MINUTES

The Mayor and Council of the Borough of Point Pleasant Beach met at 7:00 PM, in the G. Harold Antrim Elementary School Auditorium, with Mayor Barrella and Council Members Tooker, Hennessy, Rizzo, Cervino, Lurie and Dyer present. The Municipal Clerk read the notice indicating compliance with the Open Public Meetings Act.

Mayor Barrella stated the reasons for this special meeting of the Governing Body. Motion by Councilman Cervino, to enter closed session to discuss police contract, was seconded by Councilman Rizzo and carried by the following roll call vote.
VOTE: Council Members Tooker, Hennessy, Rizzo, Cervino, Lurie, Dyer ….YEA

Closed session started at 7:06P.M. and ended at 7:26 P.M.

Mayor Barrella reconvened the meeting at 7:30 pm. Present were Council Members Tooker, Hennessy, Rizzo, Cervino, Lurie and Dyer. The Municipal Clerk again read the notice indicating compliance with the Open Public Meetings Act.
Mayor Barrella: Council Members Hennessy, Lurie and Dyer have met twice with Board of Education representatives regarding the defeated school budget.

A video entitled “The Few, the Proud, the Beach” was shown and a petition, which contained 269 signatures and urged the Governing Body to abide by the agreement to cut a maximum of $250,000.00 from the defeated school budget, was presented to the Municipal Clerk.

The following individuals spoke in support of limiting cuts to the defeated school budget and lauding many aspects of the Point Pleasant Beach school system, including the ranking of Point Pleasant Beach High School in the top 75 high schools:

The following individuals spoke about the need to stabilize the tax rate and asked the Governing Body to look at the number of school administrators and their salaries:

David Cavagnaro asked that the Governing Body abide by the original agreement to cut $250,000.00 from the defeated school budget.
Motion by Councilman Lurie, seconded by Councilman Dyer and carried by the following roll call vote, to cut $250,000.00 from the defeated school budget.
Council Members Tooker and Cervino recused themselves from participation and vote. Other Council members discussed reasoning for cuts. Councilmen Hennessy: felt that the committee should have gone over the defeated budget, line item by lime item, instead of accepting recommendation from the Board.
VOTE: Council Members Lurie, Dyer and Mayor Barrella….YEA
Council Members Hennessy, Rizzo….NAY
Council Members Tooker, Cervino….NOT VOTING

Motion by Councilman Dyer, to table discussion on the 2010 Municipal Budget, was not opposed.

Mayor Barrella called for a recess at 9:58 PM and reconvened the meeting at 10:09 PM with Council Members Tooker, Hennessy, Rizzo, Cervino, Lurie and Dyer present.

Motion by Councilman Lurie, seconded by Councilwoman Tooker and carried by the following roll call vote, to authorize negotiations with the Police Union (CLOSED SESSION ITEM).
VOTE: Council Members Tooker, Hennessy, Rizzo, Cervino, Lurie, Dyer….YEA

PUBLIC PARTICIPATION PERIOD OPENED AT 10:11 P.M.

The following individuals spoke regarding the vote on the school budget:
